An additional two individuals have been arrested in connection with a theft at London's Heathrow Airport in which 21 people were injured by a substance believed to be an irritant spray, according to law enforcement.

A man, 24, was taken into custody in the Lambeth area on suspicion of robbery and assault and a 23-year-old woman was arrested for suspected conspiring to commit a robbery. Both individuals remain in custody, authorities confirmed.

The arrests come after an investigation into an attack at the multi-storey car park at Heathrow's Terminal 3 on Sunday. Prior to the attack, two women were robbed of their suitcases upon exiting a parking garage elevator.

A toddler aged three was one of the those hurt during the incident. Five people were taken to the hospital for medical care and were later discharged.

Officers arrested a 31-year-old man for suspected theft and assault close to the location. He was subsequently released under investigation as the investigation proceeds.

Police were called at about 08:10 GMT following reports of a number of people injured by a noxious substance believed to be an irritant spray.

The assault - an event that authorities stated was a standalone incident and not being treated as an act of terror - resulted in delays to rail services and the temporary shutdown of the main airport tunnel and the Terminal 3 parking facility for a short time.
